The course was designed by Ron Fream and David Dale with Kevin Ramsey, a team known for routing layouts that emphasize natural landforms and ocean views. The design takes advantage of the property's elevation changes and proximity to the water, with several holes playing along clifftops and rocky outcroppings that define this stretch of China's northern coast.

The routing moves through varied terrain that includes seaside bluffs, inland valleys, and windswept headlands. Holes closer to the water feature the kind of exposure to coastal weather that influences club selection and strategy, while inland sections offer more sheltered playing conditions among the peninsula's native vegetation. The design incorporates the site's natural contours rather than imposing heavily manufactured features, a characteristic approach for Fream's work in Asia during this period.

Weihai itself is a port city with historical significance as a former British colonial outpost and naval base. The region's golf development accelerated in the early 2000s as part of broader tourism and resort investment along the Shandong coast. Weihai Point functions as part of a hotel and resort complex, serving both traveling golfers and regional members. The course represents one of several international design collaborations built in China's coastal provinces during the country's golf expansion era.
