The course was designed by Jack Kidwell and Dr. Michael Hurdzan, both of whom have extensive portfolios of public and municipal golf facilities across the United States. Kidwell, a Texas-based architect, brought regional expertise to the project, while Hurdzan contributed his background in agronomy and environmental design. The collaboration reflects a period when many Texas municipalities invested in accessible public golf during the latter decades of the twentieth century.
The routing works with the natural drainage corridor of Duck Creek, incorporating water features and native vegetation into the playing corridors.
