Richard Bigler developed a portfolio of public and municipal golf courses primarily across California and Hawaii during the latter decades of the twentieth century. His designs focused on accessible daily-fee and public facilities that brought golf to a broad range of players. Working in varied terrain—from the foothills east of Los Angeles to the valleys of central California and the Hawaiian coastline—Bigler crafted layouts that balanced playability with the natural contours of each site.
Notable designs include The Hills at Anaheim Hills Golf Course, set in the rolling landscape of Orange County, and the Regulation course at DeBell Golf Club in Burbank. In Hawaii, he contributed Ewa Villages Golf Course near Honolulu. His California work also includes La Contenta Golf Club in the Sierra foothills near Valley Springs, Pheasant Run Golf Course in the Central Valley town of Chowchilla, and Palisade State Park Golf Course in rural Utah. These projects reflect a design philosophy rooted in creating enjoyable, straightforward golf on public land.
